Job Description

1.       Background

The Expanded Programme on Immunization (EPI) at the Ministry of Public Health (MoPH) plays a critical role in safeguarding public health through the delivery, monitoring, and evaluation of routine immunization and supplementary vaccination activities. Accurate and timely data is essential for guiding decision-making, improving program performance, and ensuring that vaccination services reach all target populations especially in the context of increasing demands on the healthcare system and the need for high-quality immunization data.

To strengthen evidence-based planning and enhance the quality, analysis, and use of immunization data at national and sub-national levels, the MoPH–EPI program requires the support of a dedicated Data Analyst. This role will contribute to improved data management systems, enhanced reporting quality, strengthened monitoring processes, and more precise identification of program gaps and priorities. The Data Analyst will work in close collaboration with MoPH EPI teams, district staff, PHCCs, and UNICEF.

 2. Work Assignment: Deliverables & Activities

The Data Analyst will be responsible for supporting the EPI program in the collection, cleaning, verification, analysis, visualization, and reporting of immunization and vaccine-related data. The incumbent will ensure the availability of high-quality data for monitoring routine immunization performance, evaluating vaccine coverage, monitoring stock levels and cold chain indicators, and informing strategic planning and operational decisions. The role includes strengthening data systems, developing dashboards, supporting digital platforms, and enhancing data use practices within the MoPH EPI program.

Essential job functions:

§ Support the efforts to strengthen and harness data for management and decision making, and timely communication and visibility support

§ Ensure quality EPI data, desegregated by nationality, sex and age.

§ Support in providing needed data by EUTF Third Party Monitoring Team/ EUTF evaluation team or other requested data

§ Interpret EPI data, analyze results using statistical techniques and provide ongoing reports

§ Perform data quality analysis on health information system platforms (PHENICS and MERA), and develop data monitoring tools and indicators to access data quality

§ Develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality

§ Track that the consumption and stock data of vaccines are collated from all PHCs and provided on timely manner to UNICEF for accurate forecasting of agreed supply

§ Support IT department in providing several indicators to be automatically tracked through EPI electronic registry (such as quality indicators to ensure effective storage of vaccines at all EPI points; quality indicators to ensure acceptable wastage of vaccines and proper vaccine waste management; and no stock out any EPI point).

§ Acquire data from primary or secondary data sources and maintain databases/data systems. Support in any quantitative or qualitative data collection that is needed for assessing or monitoring EPI services in the field.

§ Identify, analyze, and interpret trends or patterns in complex data sets

§ Filter and “clean” data by reviewing computer reports, printouts, and performance

§ Identify and recommend new process improvement opportunities

§ The work is of a highly confidential nature and the Analyst must maintain the highest standards of confidentiality

§ Any other tasks as required by the director of the EPI.

 


Minimum Qualifications Required:

Education

  • Bachelor's Degree in Epidemiology and Biostatistics, Public Health, Nursing, or another related clinical field, required.
  • Master's Degree in Public Health (epidemiology and biostatistics concentration) is preferred.

Years of Experience required:

·         At least three (3) years of experience in data analysis of health-related data sets.

 

Knowledge/Expertise/Skills required:

·         Excellent organizational, verbal and written communication, problem solving and team facilitation skills, required. 

·         Ability to develop recommendations and provide consultation to solve problems related to organizational compliance; ability to exercise judgment in interpreting and applying standards, policies and procedures.

·         Ability to work with a varied of disciplines and levels of staff across departments

·         Proficient in use of Microsoft Office (Word, Excel, PowerPoint, Outlook) and data analysis software (SPSS, R, Stata). 

·         Fluent in English and Arabic (French is of added value)

 


Deliverables/Outputs:

Tasks/Milestone:

1. Strengthened EPI Data Management and Data Quality

 

 

·         Consolidated and validated datasets from PHCCs, district teams, and national systems (DHIS2, MERA/PHENICS or other MoPH databases).

·         Monthly data quality checks and discrepancy reports shared with MoPH EPI teams.

·         Standardized data cleaning protocols and documentation.

 

 

2. Regular Analysis and Reporting of EPI Indicators

 

·         Monthly analytical reports on vaccine coverage, dropout rates, stock levels, wastage, cold chain indicators, and district performance.

·         Timely dashboards and visualizations for MoPH decision-making and operational planning.

·         Identification of trends, bottlenecks, and underperforming districts with actionable recommendations

 

 

 

 

3. Enhanced Digital Tools for Monitoring and Reporting

·         Updated and improved dashboards for national and district-level use (DRIP dashboard)

·         Technical support for enhancing digital reporting tools used by MoPH and PHCCs.

·         User-friendly visualizations to support program reviews and coordination meetings

 

4.Capacity Building and Technical Support

·         Training sessions for MoPH EPI and district teams on data entry, quality assurance, and use of dashboards.

 

·         Development of user guides and data management SOPs for routine data systems.

 

·         Ongoing support to district staff to improve consistency and timeliness of reporting.
