Amid Lebanon’s ongoing protracted emergencies and the collapse of its financial system, the Ministry of Public Health (MoPH) is facing severe shortages of human resources and operational capacity. Considering the global humanitarian reset, the Humanitarian Country Team (HCT) is working toward a fit-for-purpose and localized coordination architecture tailored to Lebanon context. Within this framework, the Health sector is working closely with the MoPH, partners and stakeholders to support the roll out of subnational coordination efforts that align with the government led structures. Health sector partners are reinforcing the MoPH capacity to lead area-based coordination through the Rais al Maslaha at the Maslahet el Sohha units at governorate level, with additional support from NGO co-coordinators and enhancing the MoPH capacity to deliver critical health services.
In preparation to UNHCR withdrawal from health support at the end of 2025, national health sector coordination team convened regular coordination meetings with health sector partners to harmonize hospitalization support and ensure timely, equitable access to lifesaving hospital care for the most vulnerable populations. During these discussions, a critical bottle neck was identified: the absence of a referral coordination mechanism for Syrian refugees. With UNHCR withdrawal, its referral nurses and secondary health care support team will also be discontinued leaving beneficiaries without clear guidance on where to seek health care or which partners could support.
To address this gap, partners recommended establishing an interim referral coordination mechanism to ensure continuity of services. This temporary team will act as an interface between Syrian refugees and health sector partners, navigating the available secondary healthcare support for a period of six months. During this period, health sector partners, through their own networks or other sectoral channels will enhance the information sharing systems to ensure sustainable referral pathways beyond the interim phase.
