Workplan implementation support |
• Act as Focal Point in MoSA for timely coordination of the joint RWP implementation by providing planning and coordination assistance to the Minister of Social Affairs and related MOSA units. • Support and facilitate the implementation of UNICEF projects in line with the joint RWP. • Plan and organize stakeholders’ meetings and keep track of meeting minutes and progress on identified action points. • Support in aligning UNICEF programmes and activities with the government requirements, local laws, and regulations. • Identify constraints for work plan implementation, help identify solutions and implement changes. • Support UNICEF in submitting requests for government approvals for project implementation. |

Stakeholder engagement |
• Develop and maintain effective and harmonious working relationships with key stakeholders, including MoSA staff, UN agencies, international and local NGOs, and other relevant actors. • Act as a liaison by facilitating dialogues on social policies and strategies to improve social welfare systems performance and strategic involvement of all relevant actors. • Coordinate communications of UNICEF-related activities with the Planning & Coordination capacity under the Secretary General of the Prime Minister’s Office. • Follow up on mail, letters, and transactions internally and with relevant ministries, government, private institutions and UN Agencies and help guide decisions related to UNICEF workplan and programmes and policies related to child protection, prevention and response to gender-based violence, social protection & social policy, youth & adolescents’ development, ECD, as well as implementation of MSCC/Makani services in SDCs. |

Technical Support on the implementation of the National Social Protection Strategy |
• Support MOSA in the development and roll out of a 3-year implementation plan of the National Social Protection Strategy • Liaise with all stakeholders, including government agencies, development partners, and civil society organization • Support the implementation and institutionalization of key initiatives under the Social Protection Strategy, with a focus on the NDA, Aman and Economic Inclusion. The support entails the gradual transfer of responsibilities to MOSA in the implementation of these interventions. |

Technical Support for the Institutionalization and Coordination of Integrated Social Services provided in SDCs and through MOSA Contracted services |
• Support the institutionalization of integrated service delivery models within Social Development Centers (SDCs), including the formal adoption by MOSA of approaches, tools, and processes currently supported by UNICEF, ensuring their alignment with national policies and sustainability within MOSA systems. • Coordinate and technically support the ongoing reform and strengthening of social services, including facilitating collaboration between MOSA departments, UNICEF, and implementing partners, and contributing to the development of the implementation plan for MOSA’s Vision on Child and Family Care Services to ensure coherent rollout and institutionalization across SDCs and partner providers. |
