1. BackgroundThe Ministry of Public Health (MOPH) is strengthening its data analytics capacity to enhance monitoring and decision-making within the Immunization Program. Existing Power BI dashboards require optimization, and staff require improved capacity in data analysis and dashboard management. To support this effort, a Power BI Consultant will be recruited to provide training, conduct hands-on implementation, and improve existing Power BI dashboards related to Immunization Key Performance Indicators (KPIs). 2. Objective of the AssignmentTo build the capacity of MOPH staff in Power BI and improve the Immunization Program dashboard through hands-on technical support and refinement of existing visualizations and data models. 3. Scope of WorkThe Consultant will undertake the following tasks:
Task 1: Capacity Building of MOPH Staff· Develop a structured training plan (advanced level) aligned with MOPH needs · Conduct a Power BI training workshop including: o Introduction to Power BI interface (both desktop and online), fundamentals and best practices o Data import capabilities, including establishing secure connections to Microsoft Azure and a variety of external databases via APIs o Data cleaning, modeling, and transformation o Creating interactive visualizations and dashboards o Publishing and sharing reports. Plus an overview about access rights, user roles and permissions · Administer pre-test and post-test to assess knowledge improvements. · Provide training materials, reference guides, and datasets for practice. Task 2: Hands-On Implementation & Dashboard Improvement· Review the existing Immunization KPIs dashboard and underlying datasets. · Identify gaps, inconsistencies, and areas needing optimization. · Improve dashboard performance, visual clarity, and analytical accuracy. · Enhance data models, queries, and visual components as needed. · Add or refine KPIs based on Immunization Health Program and MOPH needs. · Provide on-the-job coaching to assigned MOPH staff during dashboard improvement.

Minimum Qualifications Required: |
Bachelor’s degree in computer science and preferred master’s degree, Information Systems, Data Science, Public Health, or a related field. |
|
Years of Experience required: |
Minimum 2 years of proven experience in Power BI development (advanced level), data visualization, and business intelligence. |
|
Knowledge/Expertise/Skills required: |
Demonstrated experience in designing and improving dashboards, preferably for health programs or large datasets. Experience conducting training, workshops, or capacity-building activities for governmental or institutional staff. Strong experience with data cleaning, modeling, and performance optimization. Experience working with public health data, immunization data, or health information systems is an asset.
