Job Description

1. Background
The International Health Regulations (IHR 2005) provide a global legal framework to prevent, detect, and respond to public health risks that may cross borders. They emphasize strengthening national core capacities in surveillance, risk assessment, reporting, and response to ensure timely management of events, including Public Health Emergencies of International Concern (PHEIC).
Lebanon continues to strengthen IHR implementation through improved surveillance systems, reporting mechanisms, and multisectoral coordination. However, gaps remain in sustaining integrated surveillance, timely reporting, and preparedness—particularly at Points of Entry (POE) and in CBRN (Chemical, Biological, Radiological, and Nuclear) preparedness.
2. Job Description
Under the supervision of the Head of the Preventive Medicine Department, the Public Health Officer (IHR) will provide technical and operational support to strengthen national IHR core capacities, including coordination, preparedness and response for public health emergencies and CBRN threats.
3. Planned Timelines
• Start: June 1, 2026
• End: December 31, 2026

4. Responsibilities
• Support implementation and monitoring of IHR (2005) core capacities
• Ensure timely reporting of notifiable public health events to WHO
• Assist in developing/updating:
o National guidelines
o SOPs
o Protocols related to IHR
• Strengthen multisectoral coordination (governmental, NGOs, international partners)
• Support CBRN preparedness and response activities, including:
o Trainings
o Simulation exercises
• Monitor and evaluate IHR-related activities and recommend improvements
• Support coordination at Points of Entry (POE)
• Contribute to documentation, reporting, and technical outputs
• Prepare monthly reports
• Perform other duties as assigned
6. Specific Requirements
5.1 Qualifications
• Master in Public Health, Epidemiology, or related field
• Medical/health-related degree is an asset
5.2 Experience
• Minimum 3 years at the MOPH
• Experience in:
o IHR implementation
o Emergency Preparedness (CBRN is a strong asset)
o Outbreak response
5.3 Skills
• Strong knowledge of IHR (2005)
• Analytical and reporting skills
• Coordination and stakeholder engagement
• Ability to draft technical documents
• Strong organizational skills
• High computer proficiency in Microsoft Office
5.4 Languages
• English and Arabic (fluent)
• French (asset)
