Job Description

JOB PURPOSE: Under the direct supervision of AMAN Programme Manager, the Social Protection Operations Officer will support the Ministry of Social Affairs (MoSA) in aligning the different cash programme of MoSA. The role will ensure coherence, complementarity, and synergy across AMAN, NDA, and SRSN. Strong leadership, analytical, and coordination skills are essential for this role, alongside excellent communication and negotiation abilities to build consensus and drive multi-stakeholder engagement.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):  

Within delegated authority and under the direct supervision of AMAN Programmme Manager, the Social Protection Operations Officer will be responsible for the following duties:

  • ⁠Lead the day-to-day coordination and consolidation of MoSA’s cash-based social assistance programmes, including AMAN, the National Disability Allowance (NDA), and the Shock-Responsive Safety Net (SRSN).
  • ⁠Coordinate with the Ministry’s Humanitarian Cash Coordinator to ensure alignment of humanitarian cash assistance with MoSA’s social protection programmes, policies, guidance, and targeting approaches.
  • ⁠Support the planning, roll-out, and follow-up of programme monitoring activities, including Post-Distribution Monitoring (PDMs), impact assessments, and learning exercises, in coordination with relevant technical teams and partners.
  • ⁠Take primary responsibility for meeting donor grant requirements for AMAN, including preparation and consolidation of:
    • narrative and financial reports,
    • results frameworks and indicator tracking,
    • audits, verifications, and compliance documentation,
    • donor communication and coordination inputs (particularly for EU-funded grants).
  • ⁠Develop, maintain, and update core social assistance indicators and regular reporting products (including briefs, summaries, and dashboards), in coordination with the DAEM platform, Integrated Beneficiary Registry (IBR) and relevant digital teams, to provide clear and consistent evidence on programme coverage, beneficiaries, transfers, and linkages with services, in line with programme and donor reporting requirements.
  • ⁠Contribute to strengthening programme quality and accountability systems, including support in consolidation of beneficiary data across programmes,
  • ⁠Provide technical and analytical inputs to policy notes, internal briefs, and draft legislative or regulatory initiatives related to social assistance systems and cash programmes.
  • ⁠Liaise on a working level with donors, UN agencies, and implementing partners to support coordination, information flow, and alignment with MoSA priorities.
  • ⁠Support the technical work of the secretariat of the Social Assistance steering committee in drafting agendas, meeting invitations, minutes of meetings, and the preparation of the necessary documents for the social assistance steering committee
  • ⁠Support the linkages of Social Assistance beneficiaries with economic inclusion programmes in coordination with the economic inclusion team at MoSA.
  • ⁠Perform other related duties, as required.

 

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Advanced University degree in Social Policy, Public Administration, Development Studies, Economics, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: At least seven (7) years of post-graduate professional experience (after completion of Advanced University degree) in social protection, policy development, or programme coordination, with proven expertise in multi-sectoral integration and strategic planning. At least nine (9) years or more of similar experience after completion of a First University degree.

Language: Fluency in both oral and written communication in English and Arabic. Knowledge of French language is an added advantage.

Required Skills and Competencies:

  • Proven experience in designing and operationalizing integrated social protection strategies, including creating linkages between social assistance, social services, and economic inclusion programs.
  • Strong understanding of social protection systems, policy frameworks, and governance structures, including familiarity with international best practices and Lebanon’s social protection context.
  • Ability to analyze complex policy and programmatic issues, synthesize information, and provide evidence-based recommendations for strategic decision-making.
  • Experience in facilitating multi-stakeholder coordination, including government entities, UN agencies, donors, and civil society, to promote integrated approaches and avoid duplication.
  • Excellent communication skills, both written and verbal, including the ability to draft policy briefs, prepare reports, and present technical information clearly to diverse audiences.
  • Strong interpersonal and negotiation skills, with the ability to build consensus and foster collaboration across sectors and institutions.
  • Project management and organizational skills, including the ability to manage multiple workstreams, meet deadlines, and deliver high-quality outputs under pressure.
  • Proficiency in MS Office tools (Excel, Word, PowerPoint) and ability to work with data for monitoring and reporting purposes.

 

Desired Skills:

  • Experience in supporting Government-led social protection reforms and influencing policy processes.
  • Knowledge of digital transformation in social protection systems, including unified registries and interoperability frameworks.
  • Understanding of cross-cutting issues such as gender, protection, disability inclusion and accountability to affected populations in social protection programming.
