Primary Health Care (PHC) services generate essential data that support evidence-based planning, monitoring, and decision-making at national and sub-national levels. Accurate, timely, and complete data are critical to improving service delivery, tracking health indicators, and ensuring accountability across PHC facilities.
To strengthen PHC data management and reporting, a PHC Data Set Officer will be engaged to support data collection, validation, entry, analysis, and reporting, in close coordination with relevant departments and stakeholders.

Accurate, timely, and complete data are critical to improving service delivery, tracking health indicators, and ensuring accountability across PHC facilities. To strengthen PHC data management and reporting, a PHC Data Set Officer will be engaged to support data collection, validation, entry, analysis, and reporting, in close coordination with relevant departments and stakeholders. 2. Work Assignment: Deliverables & Activities Under the supervision of the PHC department and UNICEF, the PHC Data Set Officer will be responsible for the following: · Support the implementation, maintenance, and sustainability of the national PHC database, which includes comprehensive information on all PHCs (e.g. human resources, available services, infrastructure, and other key indicators). · Ensure that the PHC database is continuously updated ( Biannually) and effectively used as a decision-making support tool for the PHC sector, including MoPH and partners such as the EU. · Review the existing PHC database and conduct thorough data cleaning to address duplications, inconsistencies, and outdated records. · Ensure that all PHCCs are properly registered in the database and that their profiles are complete and up to date. · Coordinate with PHC coordinators to follow up with PHCs on regular data updates, in line with the established Standard Operating Procedures (SOPs). · Review and support the implementation of SOPs related to PHC data updating, reporting, and validation, and propose improvements as needed. · Enter, update, and validate PHC data within the relevant electronic systems and databases. · Conduct routine data quality checks and follow up with PHC centers to address missing or inaccurate information. · Work closely with MoPH IT staff to review the existing PHC dashboard and contribute to making it more user-friendly and interactive, including the development or enhancement of filters, visualizations, and other analytical features. · Support basic data analysis, aggregation, and visualization to facilitate routine monitoring, planning, and reporting. · Contribute to the preparation of periodic reports, dashboards, and data summaries for internal and external stakeholders. · Ensure confidentiality, data protection, and proper handling of health information in line with national policies and standards.

Education

· Bachelor’s degree in Public Health, Nursing, Health Informatics, Statistics, Data Science, Information Systems, or a related field. · Additional training or certification in health information systems, data analysis, or monitoring and evaluation is an added advantage. Ability to develop recommendations and provide consultation to solve problems related to organizational compliance; ability to exercise judgment in interpreting and applying standards, policies and procedures. · Ability to work with a variety of disciplines and levels of staff across departments · Proficient in use of Microsoft Office (Word, Excel, PowerPoint, Outlook) and data analysis software (SPSS, R, Stata). · Fluent in English and Arabic (French is of added value)
