1. Position Objectives

The position aims to ensure the accurate, complete, and timely registration and reporting of vital events, including both hospital and community deaths, with verified causes of death, in compliance with national regulations. The CRVS Officer will oversee data validation, quality assurance, and analysis within the HMS, ensuring that hospitals, Qadaa offices, and palliative care organizations report reliable information. The role includes capacity building for hospital focal points and healthcare providers, guidance on ICD-10 coding, training on digital data entry, and monitoring data completeness and quality. Additionally, the officer will contribute to the production of national and international health indicators, including SDGs, providing evidence-based insights to guide public health planning, policy development, and the identification of preventable causes of death across Lebanon.

2. Core Duties & Responsibilities

  • Hospital Mortality System (HMS) Management: Manage and oversee HMS, ensuring accurate, complete, and continuous data entry and reporting from approximately 150 governmental and private hospitals across Lebanon.
  • Daily Follow-up: Conduct daily follow-up with hospital focal points to ensure correct entry, verification of ICD-10 codes, modes of death, and professional causes of death.
  • Monitoring Epidemics and Emergencies: Monitor and follow up on emerging epidemics or pandemics (e.g., COVID-19, cholera, war-related deaths), ensuring accurate coding and reporting.
  • Mortality Data Validation and Analysis: Validate, extract, and analyze maternal, neonatal, infant, and specialized mortality data, including low birthweight, drowning, hip fracture, vaccine demographics, unsafe abortion, air pollution-related mortality, HIV/TB, and antimicrobial resistance indicators.
  • Integration of Palliative Care Organizations data: Integrate palliative care organizations into HMS to capture community deaths and ensure consistency with hospital records while ensuring no duplicates are there.
  • Hospital Scorecards and Dashboards: Prepare hospital scorecards and dashboards, monitoring key indicators such as completeness of data, quality of causes of death, high- and very-high-impact garbage codes, and availability of national IDs.
  • Follow-up on Training Implementation: Conduct follow-up with hospitals that attended HMS trainings to ensure correct system use, proper dashboard navigation, and full understanding of system functionality.
  • Coordination with Qadaa Offices: Coordinate continuously with Qadaa offices to validate and ensure completeness of births and deaths data.
  • Standard Operating Procedures (SOPs): Maintain and update SOPs for HMS and related programs, including preparation of SOPs for new or updated programs.
  • Training Preparation: Plan and prepare annual training objectives, content outlines, and materials for hospital trainings.
  • Capacity-Building Activities: Conduct hospital trainings and other capacity-building activities, manage attendance, draft feedback and evaluation reports, and follow up on training implementation.
  • MoPH Website Updates: Extract, validate, and update mortality and health indicators for Ministry website publication.
  • Annual meetings: Prepare and conduct meetings with hospitals for year-end data closure, dashboard refreshers, system updates, and reinforcement of data quality standards.
  • IRIS and ANACoD System Analysis: Conduct yearly extraction and analysis of underlying causes of death using the IRIS system and ANACoD application.
  • Population Data Preparation: Prepare annual population datasets by integrating Ministry of Interior data with hospital mortality data.
  • Cancer Data Coordination: Follow up cancer incidence and mortality data in coordination with the Epidemiological Surveillance Unit (ESU) and other relevant departments.
  • Ministry Meetings and Coordination: Attend Ministry meetings related to HMS, coordinate with external partners, and support interdepartmental collaboration.
  • Academic and Research Data Requests: Extract approved datasets for academic and research purposes following authorization from the Minister’s Office.
  • Interdepartmental Data Validation: Conduct continuous follow-up and coordination with relevant Ministry departments, including the Billing Department (قسم الفوترة), to ensure accuracy, consistency, and completeness of records.
  • Annual Statistical Bulletins and Reports: Prepare annual statistical bulletins, tables, datasets, and visualizations for reporting on mortality and health indicators.
  • Sustainable Development Goals (SDGs) Coordination: Extract, validate, and prepare SDG-related indicators and analytical presentations for national and international reporting.
  • Data Backup and Security: Ensure regular backup of HMS data to maintain data security, integrity, and availability.

  • 3. Expected Outputs
  • Continuous, validated, and high-quality hospital mortality data for all hospitals and community deaths reported via palliative care organizations.
  • Verified and analyzed maternal, neonatal, infant, and specialized mortality datasets.
  • Hospital dashboards and data visualizations reflecting mortality trends and system performance.
  • Updated MoPH website indicators and annual statistical bulletins.
  • Annual reports and datasets prepared for national and international stakeholders.
  • Annual population datasets integrated with hospital mortality data.
  • SDG indicators and specialized mortality indicators extracted, validated, and presented in accordance with MoPH reporting standards.
  • Monthly report pertaining to the above activities and attendance schedule

4. Required Qualifications

  • Master’s degree in Public Health, Epidemiology, Statistics, Health Information Management, or a related field.
  • Minimum 3 years of experience in health statistics, epidemiology, or data management, preferably with exposure to hospital mortality system or civil registration systems.
  • knowledge of ICD-10 coding and data quality assurance procedures.
  • Proven experience in data analysis, visualization, and report preparation using statistical software and dashboards.
  • Excellent communication and training skills, with the ability to coordinate with hospital staff, Qadaa offices, and other stakeholders.
  • Experience in project management, SOP development, and capacity-building activities.

The recruit will report to the Head of Statistics Department – Ministry of Public Health.
